Dangote Refinery Takes $1.6bn IPO Roadshow to Egypt, Deepens Pan-African Investor Footprint

In a major push to mobilise indigenous capital across the continent, Dangote Petroleum Refinery and Petrochemicals FZE is expanding its landmark $1.6 billion Initial Public Offering (IPO) into North Africa, initiating strategic talks with the Egyptian Exchange (EGX) to enlist Egyptian institutional and retail investors.

The development was confirmed on Thursday by Rehab Sallam, Head of International Relations at the Egyptian Exchange, during high-level bilateral investment sessions between executives of Dangote Industries Limited and the North African bourse.

Under the planned structure, the conglomerate is structuring an Egyptian Depositary Receipt (EDR) programme. This mechanism will permit local Egyptian investors to secure equity exposure in the Lagos mega-refinery seamlessly, circumventing cross-border currency friction and direct foreign brokerage hurdles on the Nigerian Exchange.

The Cairo engagement marks the latest leg of an intentional Pan-African strategy that breaks away from the historical precedent of relying strictly on European and American financial hubs like London and New York. Prior to the Egyptian talks, Dangote secured clearance from Kenya’s Capital Markets Authority (CMA) for Global Depositary Receipts (GDRs), launched a $500 million depositary receipt pipeline in Botswana for Southern African investors, and gained regulatory access to issue IPO-linked instruments to qualified institutions in Ethiopia.

The continent-wide capital drive follows an official two-week extension of the public offering’s closing window from October 13 to October 27, 2026, sanctioned by Nigeria’s Securities and Exchange Commission (SEC). The offering seeks to float 4.1 billion ordinary shares at ₦525 per share to raise $1.6 billion, with provisions to absorb up to $2.1 billion via an over-allotment option.

Market analysts view the multinational framework as a watershed moment for African capital market integration, aimed directly at breaking traditional cross-border investment barriers to anchor one of the continent’s largest corporate assets in the hands of African investors.
