Dr. Arabi, GOSERC Chairman
Gombe State Governor, Muhammadu Inuwa Yahaya, CON, has approved the appointment of the erstwhile General Manager at the Nigerian Electricity Regulatory Commission (NERC), Dr. Usman Abba Arabi mni as the Chairman of the newly established Gombe State Electricity Regulatory Commission (GOSERC).
Also, the Governor appointed Al-Amin Umar Barambu, PhD, as the Chairman of the Gombe State Information Technology and Digital Economy Commission (GIDTEC),
The establishment of the two Commissions and their appointments were informed by the moves to strengthen regulation, drive innovation and deepen economic transformation in the state.
The Secretary to the State Government, Professor Ibrahim Abubakar Njodi, who conveyed the approval, explained that the development followed the Governor’s assent to the bills establishing the two commissions, thereby giving them full legal backing to operate.
Ismaila Uba Misilli, Director-General ( Press Affairs) Government House Gombe in a statement said: “Accordingly, Governor Inuwa Yahaya has approved the appointment of Dr. Usman Abba Arabi as Chairman of the Gombe State Electricity Regulatory Commission (GOSERC) and Al-Amin Umar Barambu, PhD, as Chairman of the Gombe State Information Technology and Digital Economy Commission (GIDTEC).
“Both Arabi and Barambu are bringing vast and relevant expertise required to effectively drive the mandates of the newly established commissions.
“The creation of GOSERC is in line with the Governor’s power sector reform agenda, particularly in leveraging the opportunities provided by the Electricity Act to strengthen electricity regulation, improve service delivery, attract investment and expand access to reliable power across Gombe State.
“In the same vein, the creation of GIDTEC reflects Governor Inuwa Yahaya’s resolve to transform Gombe State into a technology-driven and digitally competitive economy, with strong emphasis on ICT growth, digital innovation, skills development, e-governance and youth employment.
“Governor Inuwa Yahaya charged the newly appointed chairmen to bring to bear their track record of service, professionalism and integrity in building strong, responsive and results-oriented institutions that will accelerate development and deliver tangible benefits to the people of Gombe State.”
He added that both appointments are with effect from 2nd January, 2026.
According to the Energy Regulators Regional Association (ERRA), Arabi is a member of the National Institute for Policy and Strategic Studies, mni, Kuru, Nigeria, a seasoned public service officer with over two decades of experience in the Nigerian Electricity Supply Industry (NESI), an electric power sector regulator, public administrator and a PR specialist.
Dr. Usman Abba Arabi mni, is a General Manager at Nigerian Electricity Regulatory Commission (NERC) prior to his recent appointment.
He was born in Jos, Plateau State, Nigeria. He holds a Bachelor of Science Degree in Political Science (Bsc) a Masters’ Degree (MA) in International Law and Diplomacy and a Doctorate Degree Ph.D in International Relations.
He is an author, a PR specialist, a dispute resolution counsellor, a customer service specialist and an electricity regulatory specialist with a vast knowledge and experience in the Nigerian Electricity Supply Industry (NESI) from 1996 to date.
A Social Media Specialist who is responsible for transforming the social media space of the Nigerian Electricity Regulatory Commission by creating, developing and managing the Commission’s social media presence that informs and educates the Nigerian public on electricity regulation.
Dr. Usman Abba Arabi mni is a Fellow of the Nigerian Institute of Public Relations (fnipr), Senior Member Federation of African Public Relations Association (FAPFA), Member Nigerian Institute of Management (mnim), Member Dispute resolution Institute (M.DRI).
