***Approves Omokaro as DG National Citizens Centre, Appoints new NEMA DG
President Muhammadu Buhari, has approved the appointment of Ambassador Babagana Kingibe as his Special Envoy with Cabinet Rank Status, to Chad and the Lake Chad Basin Region.
Also, he has approved the establishment and constituted the board of the National Senior Citizens Centre and appointed a new Director General for the National Emergency Management Agency (NEMA)
Boss Mustapha, Secretary to the Government of the Federation disclosed the appointment of Ambassador Kingibe in a statement Monday.
According to the SGF, this appointment of a Special Envoy by the President is also in consonance with the resolution of the Extraordinary Summit of Heads of
State and Government of the Lake Chad Basin Commission Member Countries, on the situation in Chad on the 25th of May, 2021.
The Special Envoy will amongst others: Monitor developments in Chad and the Lake Chad Basin Region; aid reconciliation and seamless progress towards return to democratic rule at the end of the current Transitional Military Council’s rule; Collaborate with member Countries and partners in the region with similar initiatives to restore stability, promote peace and, security; and Promote any other initiative ancillary to the restoration of peace and security in Chad, the North East Nigeria and the Lake Chad Basin Region.
“President Buhari has by this appointment demonstrated the determination of Nigeria to lead regional security efforts that will stabilize the Lake Chad Basin Region, bring peace to Chad and ultimately eliminate the Boko Haram Insurgency in the North East zone of Nigeria. This is also a fulfilment of the President’s promise to General Mahamat Deby Itno, the President of the Transitional Military Council of Chad, to support a seamless progress towards return to democratic rule, when he visited Nigeria in May, 2021
“The Special Envoy, Ambassador Babagana Kingibe is an accomplished multi-lingual diplomat, who had at various times served the nation as Federal Permanent
Secretary, Secretary to the Constituent Assembly, Cabinet Minister and Secretary to the Government of the Federation. He had also participated in previous Nigeria-led Chadian reconciliation talks (Kano 1 & II as well as Lagos 1 & II)”, the statement said.
Similarly, President Muhammadu Buhari has also approved the take-off of the National Senior Citizens Centre.
He has also approved the constitution of its 12-member board with immediate effect.
This was disclosed in a statement signed by Garba Shehu, Senior Special Assistant to the President (Media & Publicity) on Monday.
According to Shehu, this is in line with Section 16 (2) (d) of the Nigerian 1999 Constitution as amended which mandates the State to provide adequate social services and improve the quality of life of the elderly.
The National Senior Citizens Centre was passed into law as the National Senior Citizens Centre Act, 2017 to cater for the needs of senior citizens (70 and above) in the country.
To realize this noble objective, and in order to ensure relevance and spread, persons of proven integrity from key ministries and organisations have been appointed into its Governing Board.
Consequently, President Buhari has appointed AVM. M.A. Muhammad (rtd) as the Chairman of the Board with Mansur Kuliya, representing the Federal Ministry of Humanitarian affairs, Disaster Management and Social Development; Dr Chris Osa Isokpunwu representing the Federal Ministry of Health; Mr Umar Abdullahi Utono representing the Federal Ministry of Works and Housing; and Dr John Olushola Magbadelo representing Federal Ministry of Labour and Productivity as members.
Other members include: Mrs Bulus Friya Kimde representing the Federal Ministry of Women Affairs; Mr Sani Ibrahim Mustapha representing the Pension Transitional Arrangement Directorate (PTAD); Professor Usman Ahmed representing the Geriatric Association of Nigeria; Arc. Mrs Victoria Onu representing the Coalition of Societies for the Rights of Older Persons (CORSOPIN) and three other stakeholders namely Dr Dorothy Nwodo, Professor Mohammed Mustapha Namadi and Dr Emem Omokaro who also serves as the Director General.
Shehu announced that the President also approved the appointment of Ahmed Mustapha Habib as the new Director General of the National Emergency Management Agency (NEMA) to replace AVM Muhammad (rtd) who is now Chairman of the National Senior Citizens Centre.
The appointments are for an initial period of four years, the statement said.
