NAICOM, ECOWAS Brown Card Scheme Move to Strengthen Cross-Border Motor Insurance

In a move to bolster regional integration and improve the efficiency of cross-border insurance services, the National Insurance Commission (NAICOM) has hosted a delegation from the Council of Bureaux, operators of the ECOWAS Brown Card Insurance Scheme.

The engagement, which brought together key stakeholders within the regional insurance ecosystem, underscored a shared resolve to enhance the effectiveness of the ECOWAS Brown Card system an arrangement designed to guarantee motor insurance coverage for drivers travelling across member states.

At the heart of the discussions was the need to make cross-border motor insurance more efficient, reliable, and accessible, particularly as trade and mobility continue to expand within the sub-region.

Industry stakeholders noted that a strengthened Brown Card framework would not only improve claims settlement processes for motorists involved in accidents outside their home countries but also reduce operational bottlenecks that have historically affected cross-border insurance transactions.

The collaboration between NAICOM and the Council of Bureaux is expected to drive greater alignment of regulatory priorities and operational standards among member countries, paving the way for a more seamless regional insurance architecture.

Analysts say the initiative comes at a critical time when West African economies are seeking to unlock the full benefits of regional trade agreements, including the free movement of goods and persons. A more efficient cross-border insurance system is seen as essential to supporting these ambitions by providing financial protection and certainty for transport operators and businesses.

NAICOM reiterated its commitment to fostering partnerships that enhance insurance penetration and strengthen market confidence, noting that collaboration at the regional level remains key to building a resilient and inclusive insurance sector.

With renewed momentum from the latest engagement, stakeholders expressed optimism that ongoing cooperation between regulators and scheme operators will translate into tangible improvements in service delivery, ultimately supporting economic integration and safer mobility across West Africa.
